Not a lawyer, but as I have read it is up to a court to enforce the order if not followed. Steve has to sue to get them to do this. Expect this to drag out.

As someone who writes weekly reports that go through federal legal review, then get nitpicked by outside counsel, I can tell you, you are correct. Should means absolutely nothing and is completely unenforceable.

It says "should" because this document is a "report and recommendation" (see the header in the image that Steve posted). So the recommendation is that UM should do the listed clauses.

This is not an order. I think Steve was mistaken when he tweeted that it was.
