No, in Georgia, open carry is allowed with a permit, I assume they got those. But the scope looks to be mounted backwards, and he doesn't know any better.

Potentially nothing wrong with that scope. Could be something like a Primary Arms 1-6X24.
If I had to guess it could be an attempt to try and draw Gun supporters into being hypocritical.
