Does mitchell get 1 seed? Kestrel Heights?

Does mitchell get 1 seed for being top 1a team in their split conference? the only other team in there conference is avery, so theoretically could avery be 0-11 and mitchell be 1-10 and get a 1 seed. Also does kestrel heights automatically get a 1 seed even though they r the only team to field a football team in there conference?

As it reads on the NCHSAA site the winner of their classification in a split conference is given a #1 seed.

Not sure on that one. I went to NCHSAA.ORG and read on the Mitchell situation. I was biased on that one.
