Deciding East/West lines with co-ops

Does anybody know what criteria would be used for a co-oped team that was right on the line for playoffs? Especially if they play at both towns. Looking at D2, you have CWC and Kenesaw that are right on top of each other, and either could go any way. Both have traditionally gone West, but it looks like a lot of people are sending CWC East and Kenesaw West. Chambers is almost exactly the same as Kenesaw, but Bartlett (Wheeler Central) is east a few miles. So the question would be what do they use to determine that?

I don't know of any other examples off the top of my head, but another would be Sandhills/Thedford. They will obviously always go West, but they are 30 miles apart

I believe that each coop has a lead school. The community that the lead school is located in is probably what they would use.
