OSU had a 4rh and short in 1st half. They lined up like they were going to punt and then ran up to get in formation to run a play and Texas jumped offsides automatically giving OSU the 1st down. According to the announcers and the person they had as a rules expert, it should have been an illegal procedure penalty on OSU. One of the OL stepped sideways and two running backs running towards the line, they said simulated action. Herman was livid!
