Could someone explain that penalty to me?

Is it really illegal to "run straight to the line and snap the ball"... I'm just wondering. Can't say I've ever heard that one

moveing forward one count before the snap is simulating a start. and gaining an advatage by having momentum when the ball is snapped. It is legal to move side to side at the snap just not forward. (illegal motion).
