I see that. Why do the #12 and #13 not play in the play in games but #6-11 do? Then #1 seed plays the winner of #8 vs #9 game but #4 seed plays #13 seed?

It's a 16 seed bracket with seeds #1, 2, 3 getting byes first round. The rest of the seeds are seeded and matched up based on a 16 seed bracket.
