I can see how folks say they were seeded lower than they should be. Not usually a conspiracy theorist, but with how much attention the Tournament gets from fans of non-participating schools due to upsets and Cinderellas, it seem to be beneficial for the NCAA to try to "encourage" upsets by over seeding and under seeding teams.
