They don't need to go down the ramp. There are restrooms right under the north upper deck seats. When you leave the portal they will be about 20 feet to the left.

No beverages can be carried into the game. Guards watch all the patrons entering for signs of items which might be concealed (bottles, etc) and you don't want to be denied admission over an airline booze bottle. For all the other posters, Give yourself a lot of extra time. Plan on arriving as early as you can to minimize traffic issues. The parking lots will be full and the walk from the far end of the yellow lots to your seat could take 30 minutes, depending upon your location. 107,000 fans going through turnstiles and security move slowly, and the visitors seats are mostly in the second level, so even once you are in the stadium, it may take a while. As other posters have said, the bathrooms are not modern, and the food choices in the stadium are not very good. You can watch the warm ups and videos prior to the start. The pregame show will start about 7:40. You don't want to miss it, it should be a great football atmosphere. Have fun and be safe.

For those heading out to the game tomorrow, I just watched the local weather and the weather man said that, although he can't completely rule out a shower, he thinks it will probably be dry for the game.
Ok, here's a good tip for those late comers. I sometimes park at The Penn Stater, look it up, and take their shuttle over to the game. Tickets are $10 per person for round-trip but the $10 is also a voucher which can be used for food and drink at the bar (Legends) or the restaurant. The bar will be serving until midnight and open until 1:30 so you should be able to get a bite and drink or two before heading off. Parking is free. The shuttle goes through the pastures and drops off/picks up just off the Northeast corner of the stadium. I have waited as much as a half hour for a bus after the game but that's nothing compared to sitting in the parking lots. Could be a good option for you.
Penn St pre game is pretty impressive but I wonder if it has gone down hill since the worlds greatest baton twirler graduated. That guy was worth the price of admission.
Outside gate A and B, and along the south side of the stadium (between those two gates), you will always find someone selling tickets. Generally, if you don't mind missing the first few plays, you can get tickets very cheap in that area right at/after kickoff.
