If he wants to win, then UK is the logical choice.
Love to have him, but as mentioned above, Briscoe, Fox, and Monk start at the 1-3, so is he willing to fight for minutes off the bench?
Easy to say, "I just want to win" but when it comes down to giving up minutes and touches, that usually goes out the windows.
There probably aren't many schools winning at a high level that have a scholarship open. Duke is full. I assume KU is off the board, since he already tried it there. UNC still has an outside shot at sanctions. UofL is up in the air. Zona has more wings than a B-Dubbs. MSU has almost as many wings as Zona.
Of course, he might just want to win 20+ and play in the tourney. Depends on how he defines winning. Our definition in BBN is a little different than most people's.
