17 (questions?)

Could someone explain to me the origins of 17? I doesn't take long to figure out what it means here, I'm just curious on the origins of why that particular number is used.
Also one that I don't fully understand is the "germans" (sorry if germans) that's if something is... reposted? Something that's been over discussed on SPS? Just curious on the origins and explanation of those two terms. Thanks in advanced for all the jabs that are sure to follow these questions about how I should know these things already or however else this is turned into a roast of OP. Hail State!

I still wear the Six Pack word cloud shirt from a few years ago that has the helmet with 17 on it. Given its context, at least figuratively I'm walking around with a shirt that says the f-word on the helmet.
