IF we are indeed "out" my guess would be of a specific type of ordinance or something, not overall. So say they have been hammering on Iran in a specific way, or using a specific one to take down drones, etc. Could see those few things running low. Somebody, be it the operations parts of the Pentagon or the Congress who funds these things should know how our war plans function and the necessity and numbers needed to fight on two fronts.
