Because they drive like maniacs.

I was in center city philly last year. It was about 6am and still dark. I am on the sidewalk talking to someone who is about 3' away. Some dbag on an e bike splits us doing about 25 mph. Wtf.

If I took one step I would have been smashed.

So just like most other drivers in Philly, except 25 mph slower.

How come there are NOT more dead Europeans? Those things are a way of life over there! Man, Sicily was full of them and I've NEVER seen congestion like that. Swerving in and out of traffic all day long, MANIACS.

Such a description generally means that for one reason or another - in many instances because a settlement was reached and paid - the party filing the suit has decided not to proceed further towards trial.
