I’m not saying this is the same thing but I have this life hack: put it in writing, let people know. I was Mr. Reliable back in the day, I got a lot of good mileage out of this hack.

Oh, good story, good opportunity here as the wife is on a Zoom meeting. (She’s very community-oriented, attagirl, a most competent woman.)
I was a real manipulator back in the day, it was a coping mechanism at Penn State because I was such a misfit. I was good at it but eventually it stops working. I was charming as hell, always polite and friendly. At that time I was good looking, too, that really really helps. Anyway, I transfer to Gallaudet and I’m up to my old tricks. I’ve mentioned many times that my family was from DC; my mother’s younger sister was a professor of Speech at George Washington University. Aunt Joan is flying to a conference and two woman, Shirley and Rosemary, professors of speech at Gallaudet, join her in her row on the plane. Shirley was my advisor. (It was my first semester at GU, hadn’t yet been given an advisor in my major.) Rosemary was teaching my Public Speaking class that semester.
Aunt Joan: Oh, LionJim is my nephew. Do you know him?
Shirley: I’m his academic advisor.
Rosemary: He’s in my Public Speaking class.
Joan: Your impressions?
Shirley: He’s a con man! (Shirley was sharp. At that time she had known me for maybe a month.)
Joan, shocked: What a thing to say! Do you agree, Rosemary?
Rosemary: Well, yes. But he’s polite.
Whoa. So you were an "EH" (Eddie Haskell)? I was a member of that club in my high school days.
In my defense I was totally ******* clueless. Inept every which way. Whatevs, it all worked out, miraculously.
Thankfully we matured. Now those courtesies are exchanged in sincerity.
Oh, 100%. I stopped being a manipulator but kept on being friendly and polite.

So my pastor two years ago said to the congregation, “you are all here now at worship, many of you will leave here and be with friends or go to a restaurant etc, please remember then, why you are here now”

"Churchies" are some the worst drivers you will ever encounter especially after they're leaving services.
I work with high schoolers. The answer is yes they do.

If the coach hung it up, told each player to live it, then yes it will make a difference. Clearly set expectations and follow up . BAMM culture begins
Let me then ask this. If another "rule" was added saying "Treat all women with respect and, when making out, never advance beyond 2nd base", would that make a difference?
I'm being disingenuous. Actually I will just respectfully disagree with you. I don't think that sign will make any difference at all. That said, I do hope you are right. After all, it has been said that "Good manners will open doors that the best education cannot."
If I ever need body work on the left side of my car, I know what stop sign to go to on Sunday mornings so someone else can foot the bill. The stop sign becomes invisible when church lets out.
