PSU's highly bloated bureaucracy has developed many silly policies regarding employment hiring.

It has nothing to do with a bloated bureaucracy. As someone who has worked in Corporate America for 38 years, it is standard practice to conduct basic onboarding tasks for any new employee. For example, background checks by 3rd parties take time. There are legal and human resource activities that must be completed.
New employee hires don’t just begin work immediately after interviewing. It’s not unusual for it to take a couple weeks to complete all the onboarding tasks so that the new employees can hit the ground running day one.
Good post, Blair. You're exactly correct. FBI background clearances alone can take several weeks to obtain.
Two random (related) thoughts (with accompanying irony):
1. We remember, so we should be as careful as possible.
2. 'Guess who' had a top security clearance.
Clearances help keep people safer but mostly help insulate employers from employee misconduct.
