    Android or Apple? In addition to VPN, it could be using your GPS to get your location info. If so, with Android, I use Fake GPS, so I can set my location as anywhere on earth. With Apple, I don't think you can do this without rooting the phone

    The process is automated without any manpower, and they likely generate more money in food and drink sales than the fee, so yes, I believe it should be free. All you are truly doing is reprinting a ticket. Plus, it has been free for years.
