It's not whether it should be OAD, or 2andDone, or straight out of HS. Those are all debatable. I don't think this one is.
It is to for the NCAA to allow players to return/join a school after either not being drafted (i.e. R.Morris), OR even if they were drafted and simply don't like how late they were taken or the team that drafted them. There is no reason not to let them come back, as long as they do so before the first day of fall classes. And this is really the only negotiation leverage the NCAA has with the NBA. Because teams like not having that as a risk.
Add that rule, and Teague probably returns in 2013 making that team much better, especially if Noel doesn't get hurt. There may have been others that might have returned over the past 9 years.
