UL is a voluntary member of the NCAA and has agreed be subject to the rules, decisions and penalties of its governing body. I've been as critical of Pitino as anyone, but damned if he ain't right about this: Not everyone is aware of the somewhat obscure 69th Amendment, passed in secret in the mid-1990s after a bi-partisan meeting between Bill Clinton and Newt Gingrich:
