The rule is administered by people who can judge. The guy was reaching for the ball as if it were in play.

As soon as I saw the replay, I knew what the outcome was going to be and so did everyone else. I get it... but, but, but...
Sorry, that's getting called 9 times out of 10 whistle or no, shoulder contact or no. I don't agree with the rule, but it is what it is
