Fumble forward in college game?

Watching Georgia v Kentucky and Georgia fumbled short of line to gain and ball went forward and another Georgia player recovered. They got the first down. I thought they fixed that rule like the NFL. Guess not.

I believe that rule is only in effect on certain downs. 4th down for sure. Maybe on 3rd down also.

Had this exact same question. They never once questioned if it was actually a first down or not. They just went with it, very very strange.
