Uh, no

These are links to the policies in question:

Resources for Undocumented Students | Undergraduate Admissions

Not only does PSU provide tuition discounts to non-citizens (residing in PA), it actively encourages those non-citizens to NOT disclose the parameters of their non-citizenship status.

These have been PSU policies for some time, and it was only a matter of time before the DOJ got around to addressing PSU for these flaunts of Federal Law.

FWIW:
Sooner or later they MAY get around to the many, many violations of Federal Law at PSU vav the "DEI" stuff - but I say MAY, because they may never get around to that issue here at PSU, because there are so many Universities who the DOJ views as "bigger fish" yet to address.

Bennepundy's love of DEI and her continued use of this program is not good and I hope will bring her down.
Help me. Is there any suggestion or evidence that undocumented students have admissions preference?

Was there historically — as in say 30 years ago — any consideration of citizenship status in the determination of in-state standing?

Any idea how long this has been going on at PSU? Did it start with Neeli?

Yeah, I think allowing non-documented residents of the state to get in state tuition is actually very common and long standing in most places in the USA. I remember it coming up in Maryland where I was living years ago (looks like it was in 2011 with the Maryland DREAM Act) and at the time my reaction was something like "well, obviously, you wouldn't give in state tuition to illegal immigrants, how is this even a question?" but yet the law passed. 🤷‍♂️

Go doj. We pay two out of state tuitions. Absolutely ridiculous psu does this .

The odd thing about it to me is how many state public universities often have extremely rigid processes to become eligible for in state tuition. Like even if your parents move to the state or you live there year round, you don'tr necessarily qualify. Or if your parents are divorced and one lives in a state but you graduated from high school in another state with a different parent then you don't qualify.

It just seems strange to me that these colleges aggressively define what it means to be a "resident" of the state in terms of keeping kids from getting in state discounts but then allow for non-citizens who are not there legally to qualify for resident status.

Yes literally until you are 24 years old can you establish residency

I could never establish in-state tuition status for PSU, but I could vote in PA elections, pay EIT to PA Dept of Rev, Per Cap taxes locally, get a PA DL, etc.

Yep, not exactly the most in-state friendly university. It’s almost as if they are trying to keep Pennsylvania kids away.
