For example, no President has received the green light from Congress to attack a foreign sovereign but every President since 2000 has repeatedly done just that without "funding" from Congress. Tariffs are another.

The President has so many tools at his disposal now, Congress is pointless. Unfortunately.

They can initiate military action without Congress, but sustaining a prolonged conflict is an entirely different proposition. We have no proxies fighting for us in Iran. They’re eventually going to have to come back to the well for funding, especially when the Iran war has already reportedly cost $47 billion in 6 months. There’s a difference between having the authority to initiate military action and having the ability to sustain it indefinitely without Congress. They shouldn’t allow that to continue unchecked.
