No the administration and BOT’s mishandling of the Sandusky situation both on the front end by giving him access to PSU facilities and the right to bring TSM kids on campus and on the back end by voluntarily accepting draconian sanctions which the NCAA had no authority to impose (admitted by Emmert when he announced them and later established in court).

One could argue that there is nothing that gives this football program an identity and separates it from others since Joe has been gone. The one thing that defined this program and drew players and fans towards it is no longer here, and the program is suffering because of it.

The truth is that a competent Penn State administration was replaced via coup by a corrupt governor Corbett, who hated Spanier, and a BoT led by a man, Surma, who also held grudges. While notable public figures, including the head of the lettermen association and former federal investigators (i.e. John Snedden), accept the truth about Penn state and Pennsylvania politics, the fanbase generally prefers to deny the obvious, and deny the rampant problems of the Sandusky prosecutions, because it's hard to accept that criminal justice can be extremely unjust - additionally, a vocal minority of Penn State "fans" actually hated Paterno despite his immense success and impact on college football. They are poisonous and incorrigble.

History will eventually even more thoroughly vindictate some or all of the above.

3. Money is the recruiting/retention/and portal end all be all, and PSU is not top 20

Oh absolutely. Paterno should have retired at least 10 years sooner. But keeping him that long didn’t come close to doing the harm to the football program that the BOT and administration did.
