They're not mutually exclusive. We can/should promote personal responsibility.

We should also discourage bringing additional lives into this world that, based on genetics and environmental conditions, we are more than likely going to end up paying for, and who will more than likely not become contributing members of society. Better to pay to prevent the problem on the front in, than to have to pay to "manage" the problem for the next 50+ years through welfare and social services, prison, victimization, etc.

You can be a moralist with these problems and disregard their long-term consequences, or you can be a realist.
