It was correct to not go for 4th and short on the opening possession but this is different
They needed 35 yards for a TD.Kirk likely just considered how likely Lester's offense could drive the field for a TD vs. Just getting past midfield for a decent chance at a long fg after barely accumulating 100 yards of offense in the first 3 quarters
