Yup. They've all but legislated the kickoff return out of football. They could legislate it back in with the new, modified kick-off alignments we've seen elsewhere recently. Jackson (#22) was out there as a KR on the opening kickoff yesterday, but it was a TB and UNI didn't kick off again the rest of the game. I didn't see who the other KR was, but IIRC Doll lined up as KR in at least one of the first two games.

No, you still have a kickoff because kickers sometimes kick the ball out of bounds which gives the ball to the receiving team at the 35, free 10 yards. Also, returners do stupid things like decide to bring it out and get smashed at the 10 yard line, and sometimes one guy wants to return it but a teammate declares a fair catch which is very rude penalty way back at the fair catch spot or about the 10 yard line.Yup.
