Ending 287(g) agreements limits ONE particular kind of voluntary local-federal immigration enforcement partnership. It dosen't stop local police from investigating crimes, making arrests, executing warrants, OR ICE taking custody after the criminal case. "Limited circumstances" isn't a ban either. And in the OP you used, Loudoun did exactly what you claimed her policy prevented...investigated/arrested the suspect, held him without bond, and coordinated with ICE.
