Unfortunately the Republicans did that in the 80s under Reagan and the Dems welshed on their side of the deal. They will do it again, because their core policy is to import as many people as they can to create dependency and what they view as Dem voters in the future. Basically 4 families will live in what will be nice buildings for less than it costs to build a toilet in Calif. You might be insensitive to the cost and waste in California because you are a member of a privileged class as a professor and other professors and graduates of the UC system benefit by being hired to write up useless multiple reports (for instance environmental reports) as a precondition to build a toilet or restroom building as you call it.
