One of my early jobs the CEO was banging one of the marketing people. It was terrible for morale for the entire office.

I think @hawkeyetraveler nailed it. She is ambitious but unqualified, and confident but completely lost. Add in the daddy issues, and Trump is more than happy to exploit all that to feed his ego.
