I don't think it's a sexual thing between Harp and Trump. Trump most likely can't get it up anymore given his age and poor health. It's probably a much more twisted relationship than having sexy time together. It seems to be an unhealthy dependency. Harp believes that Trump is personally responsible for her winning her battle with cancer, and not the doctors, nurses, and treatments she received. She follows Trump around giving him glowing articles about himself to read.
That's weird. It's the dream relationship that Northern seeks from a woman. Glowing admiration, adulation, and a willing ignorance to the failings of the man.

Harp worked in the WH for over a year without receiving the proper security clearance. Harp repeatedly failed to fill out the proper forms when asked. She only received clearance after Trump personally intervened.
