Correct. But that slavery-era rationale for the EC doesn't justify keeping the EC today. We don't need to give extra power to slave states or small states today to keep the Union.The system was unabashedly designed as a compromise to small population slave states. More to do with keeping things together and punting the slavery issue rather than high minded idealism.

Even if you lose the tyranny part (which some elements of the constitution like checks and balances and the Bill of Rights are designed to do), it's still presumptively better that the majority rule vs the minority.
