This is a $5.2 million dollar annual subsidy that will increase. Free things aren’t $5.2 million where I’m from. Free things don’t cost money. He’s taking it in the form of taxes. The small, immediate “make existing subsidies fully free” step is paid for by the City of New York (taxpayers). The bigger free 2-K/expansion efforts are primarily paid for by the State of New York. Long-term full universal coverage remains unfunded at the scale needed and would require ongoing state and/or city revenue decisions.
