The ref is doing a great job. Yeah, there's a lot of choppiness at the start of the game. Most refs anticipate that in a really important match, and let the two sides get some of the shenanigans out of the way. To issue cards early on for this stuff is not good match management (though some refs -- the control freaks -- do the opposite). It would put too many players in a situation later on where the issuing of a card (for a legitimate situation) would make it that player's 2nd card, and the team would play down. Most experienced refs have worked through this process, and learned to let the game breath early on. The ref can always determine at a later point, that the players are going too far, and issue cards to dial things back. For those that have never reffed, or don't really understand how physical a game soccer is, so far this has been a master class in how to handle two physical teams in a really important match.
