Thats not the point. If a perp has a gun, theres a justification that shooting protects the life of the officer. But if the perp just has a car, shooting the driver does nothing to make the officer safer. He is much better served to focus on getting out of the way. In that situation, shooting just serves to prevent the perp from getting away.

You do realize cars have steering wheels. She wasn't driving a train where two steps off the tracks and you're in the clear.

Personally I dont understand why we dont have more cops shooting people that do not follow instructions. People fighting against the handcuffs, refusing to roll the windows down, running. Start shooting them and things will change pretty quick. Just like the death penalty. Public hangings should be common. People are not good inherently.
