You live in a neighborhood where people mow their own lawn?
Damn riff raff around these parts.
They probably do an even better job.
You must be poor as others said. The middle class at least has a mulching mower. And most people have grass for a yard, not sticks and rocks.
It was is an affluent city.
And you could have the best sod in the world and still throw a rock at passing cars.

OR, on a cheap 40 year old riding mower with the side chute removed or tied back so when you drive by they throw rocks, sticks beer cans ect at you.
