Reporting Sandusky in 2001 would not merely have exposed Sandusky. It would have exposed Paterno, Curley, Schultz, and Spanier as people who knew about 1998, allowed Sandusky continued access, and then faced another incident in 2001. For Paterno, whose program was struggling and whose job security was already being questioned, that scandal could have ended his career before the wins record. By choosing internal handling, they preserved the institution, their jobs, and Paterno’s legacy — at the expense of children.
