So cover their eyes when walking past the urinal if it’s such a big concern that a dongs going to be hanging out. Now with that said I wouldn’t have cared that he used it. Hell I’ve used the women’s bathroom before when it’s been empty and the men’s bathroom is full.
When my daughter was very young and it would just be the two of us some place, if the men's room didn't have a changing table - still surprisingly common 10-7 years ago - I would ask a woman to make sure the women's room was clear and I would try to prop the door open if possible and change my daughter as fast as I could.
No one ever gave me much grief about it. Some women would still come in and go, most would wait patiently after I explained the situation. Some would offer to help, but I don't know you lady. Many would act like I was some sort of hero that I didn't let my daughter sit in her own poop - which actually would irk me a bit.
Edit: I had to do this with my son as well, but not as often as my daughter because my wife was usually there with me and my son.

Isn't it funny that the person harassing the dad was a man also standing inside the women's restroom? As a woman myself I think most of us would be happy to see a girl dad taking such good care of his daughters. This bathroom thing seems to bother people with penises the most.
The youngest appears to be about three.

I have done that as well. But I have no problem with with the dude taking his girls into the women's room, as I have said, I have had to use the changing table in the ladies room for both my kids.

Man, some of you people would lose your shid in Europe. I recently got back from Spain and there were several establishments that had unisex bathrooms but with private floor to ceiling stalls, though they shared the open washing area with sinks. Nobody seems to have a problem with it there, strangely enough.

My youngest son was four when he went to a public bathroom at the roller rink. Shortly after, he started complaining about pain on his butt and legs. I took him back into the bathroom to check and his butt and the backs of his thighs were bright red. Turns out they didn't dilute the cleaner they had used, and he had chemical burns. Fortunately, they were mild. The rink covered our medical costs which were minor, and our boys were able to skate for free for a year.
I guess when traveling with my daughter and my wife was not there, I had her come with me into the men's room to use a stall.
That is a horrible way to get free skating.
That is starting to become a thing here in the States as well in higher end joints.
We normally are on the same side of things but in 52 years, I don't recall ever seeing another man's junk.
One thing is clear, there are way too many conflicting and unspoken bathroom rules.
Same in Iceland. Only assigned bathrooms I saw were at the public pool, attached to locker rooms, which makes sense
