Men urinate in the open so the girls would be exposed to seeing male genitalia. Women's restrooms are individual stalls. A woman using the restroom while the father was inside the restroom would still have privacy.
Hell, I don't like going in the men's restroom. We're f'n pigs pissing on everything. Nothing worse than standing in a puddle of piss at the urinal. I wouldn't put a little girl on a toilet seat in a men's restroom under any circumstances.

This has nothing to do with the topic of this thread, I worked in the warehouse at a K's Merchandise in CR back in high school. Part of the job was cleaning the men's and women's restrooms every night that I closed. I can easily say without a doubt, that the women's restroom was always MUCH worse than the men's restroom. It never failed. I've heard similar from folks that have worked in the bar/restaurant biz too/csb
It also needs to be pointed out that the female QT Manager was watching the door for him so women would have been aware that he was in there before they walked in.
