The LA mayor office actually isn't that powerful. The way the area is designed was a direct response to corrupt politics in NYC (and a lesser extent Chicago) where everything was pretty centralized under the mayor. The area is broken up into tons of municipalities and departments of the government have multiple points of oversight/reporting to. The real power in the area is the 5 or so LA County Commissioners

California has notoriously long vote count times but that is due in large part to how meticulous they are
We know how legit elections actually work:
#1 criteria, they happen in one day. Including the counting.
It hasn't. Have you done any research AT ALL on the California voting process? None of what is happening in this mayoral race is unusual or suspect- it's been done this way since 1978. As long as the votes come in postmarked by election day, they'll be counted. Sometimes it takes weeks. Read more.
You could literally google and read actual articles from real journalists from the past 20-50 years documenting how and why California handles its local voting in this way. It's not suspect, it's not fraud.
