Yes, as a 20+ year resident of LA, I think this is a totally normal election. We won’t even have all of the ballots to be counted delivered to the registrar until at least next Tuesday. That is how the election procedures are designed.

Yes, it is normal for an election in LA. Elections are managed locally. There are no national election procedures. The ballot that you posted likely will not be counted due to the mismatch between the signatures on the ballot and the signatures on file with the registrar.
Why would the vote not be counted, the voter was clearly unable to sign. It should count.
