I'll never forget my own kids (who were
approaching their pre teens in the 90's) asking me why everyone was so upset with the President over Lewinski? (they'd hear me & their Mom discussing it)
It was damn hard trying to explain to them the President of the United States should not be having an affair with an intern in the White House! Particularly if she was on her knees under the resolute desk servicing his manhood! (I didn't tell 'em that part)
The point is no matter when it started, society's indifference over adults homosexual or otherwise, preying on minors was as unacceptable then as it is today!
Today it's unfortunately rampant, as we're looking the other way allowing straight up perverts to steal our kid's innocence.

It's about standards, especially what we want to teach our kids. Hell where I work in sales, superior/subordinate relationships are not even allowed by Dealership management. Too many problems come out of that, especially when they break up or marital infidelity is involved.
