When you actually want a coach at a school that you don’t like then that coach is garbage and all of our rivals hope he stays here forever.

I read/heard it as he is ready to take steps towards competing to be a starter, not that he’s a lock to be a starter. Think it more implies that he’s making progress towards being that starting caliber player, but no guarantee that he’s starting.
