The President of Iran ran the executive functioning of the Govt, but took his marching orders from the Ayatollah. The IRGC, Quds, et.al roll up to the Ayatollah, not the President.

From my understanding: Taking out the previous leader left a power vacuum that has mostly been filled by IRGC generals. We are now dealing with the more hardline and less pragmatic group.
