Are the 247 portal rankings a reliable indicator? Looking at them the Leonhardt guy from Utah Valley has nice stats but is ranked around 60th among guards.

I tend to not pay much attention to transfer rankings until the transfer season is over. just simply due to the continuous in/out activity.

This guy seems to have all the credentials.

Taller PG and made the all-defense team from his conference.

The team has won the league two years in a row and they are Popes former school. Also the WAC is a better conference than most. (13th best)

Great APG numbers and great 3pt shooting too.
Looks good for off the bench. Not sure he looks like an SEC starter, yet.

It seems like every year there is a good offensive player in the portal with a connection to the state of Tennessee that UT may or may not tamper during the season.
Exactly. They are talking to someone and have been for a while connected to this player.

I think Leonhardt will be one of the top Portal PGs. He has good size, great assist and rebounding numbers, he's a good defender, avgs. 2 steals per game, shoots it well both inside (I like to pay attention to FG% for Guards) and outside the 3pt. line on decent 3pt. volume.

Whether a team should go after him would depend on what kind of PG fits with the roster they're building. There's some good options who were freshmen this season at non-Power 5 schools (e.g., Alex Wilkins, Joel Foxwell, Preston Edmead, Christian Bliss) and ended up at those lower tier schools due to NIL and the Portal making high school recruiting less valuable/efficient. But it's a good situation for a school like UK because they get the seasoning they need while continuing to mature.
