There's clear video. In this instance, we don't need to be "in the minds" of anyone. This isn't a situation where intent matters ... where, for example, we need to determine if the person really feared for their own safety, or some similar exculpatory factor.
We see the woman's car driving AWAY from the cops ... the wheels are turned AWAY from the agents ... the vehicle drives AWAY from the agents ... the agent shoots from the side of the car ... the car which is driving past him, and AWAY from him.
This isn't a situation where reasonable opinions disagree, and both sides get equal footing. This is flat-earthers saying "the world is flat," and sane people saying "no, it isn't." baltimorened doesn't get to walk in and try to excuse away the stupidity and/or awfulness of the flat-earthers, trying to create a fake reality out of thin air, by saying "well, there are two sides ... so, you know ..."
