I understand your reasoning to a point but she was clearly not trying to run them over and she was steering away from them in an attempt to escape. I dont think she tried to "run over" anyone, particularly with an intent to injure. I do think, however, that the videos (i) "seem" to show that she may have sought to impede the officers in the execution of their operations, which all things considered likely makes her the legitimate subject of a stop,(ii) pretty clearly show her refusing to stop and in fact driving away from the scene with an officer touching the side of her vehicle, which can fairly be viewed as an offensive act that could subject her to stiffer apprehension (though probably not gunfire), and (iii) suggest that there was another officer in front of the vehicle who seems to move to the side, but the videos do not reflect the degree to which the other officer was at risk of being run over, which might well justify the use of lethal force. (Note, I will not use 'escape,' as I don't know the nature of her custodial status from that clip.)
The moral of the story is that when you fail to obey lawful orders, and when you make contact with a leo with a vehicle, you are at risk of enhanced detention techniques. Time will tell whether lethal force was an appropriate one.

I agree with you completely that her goal/intent was to flee, not to run over someone and certainly not in the sense of intending to harm someone. But in so fleeing, if the officer who was standing in front (or sorta in front, depending on how/when you see it) perceived himself to be at risk of being run over in the process of the fleeing, that's going to be a LEO judgment that's likely to get a lot of deference in subsequent reviews of his claim of that his use of lethal force was justified. "Fleeing" isn't likely to overcome that, and particularly if there was a legitimate basis for detention in some form. I think the harder question is just why the officer drew the sidearm -- to protect himself (more justifiable) or to detain the suspect (probably less justifiable).
