What does classify ‘primarily’ based on ADM mean? Does that mean other factors can come in as long as ADM gets the most weight? This is a long way from when they were saying this was going to bump all charter schools up a class.

I betting taking all those factors out that bumped schools up a classification is removed.
Realignment based on ADM and geography has always been a cluster. Teams with 600 in a conference with schools with 900-1000. Still need five classes.
I’d say six at this point. And even that would still put 65-70 in each class, which is bigger than the classes in most states.
Could've stopped your sentence after skidmark and would still be accurate
Let’s hope the current realignment runs its four year course. Then get it right for the next cycle. Some knee jerk attempt to realign sooner will create another cluster.
They need to let this realignment finish its 4 year run. And use the next 3 years to make a big move to restructure the number of classes in the state, and then get it right.
