I was very surprised by this opening line for Tulsa vs Central Arkansas. But then again, I don't know anything about betting odds.

Central Arkansas went 4-14 in the Atlantic Sun last season and are picked last this year. They should be one of the worst teams on our schedule. Line actually sounds a bit low to me
