No that's not how it works any longer. You can't just over sign expecting transfers if you don't meet the criteria to do so. @hiwater explained it perfectly.You can oversign by 3 in the B1G as long as you have numbers in line by fall camp. There is always spring and summer transfers. So it’s best to oversign.
2017 Nebraska signed 25
2018 Nebraska signed 27 (not including grad transfer in June and Vokolek)
2019 Nebraska has 24 but will look to add 2-3 more
We (OSU) only signed 18, if you include Fields, in the 2019 class. You must be at 85 at the start of the season.
Yes, provided the extra 2 enroll in January to count against 2019.25 was thought to be a hard cap when the new rules came out but schools can also apply scholarships towards a prior recruiting class for early enrollees.
So if two 2019 early enrollees can get applied to 2018 then you have 27 scholarships in 2020 to recruit.
It appears that RU has always taken the max since the new rules came out so they have not been able to use this caveat.

Since Ash came over so late from OSU in 2016, that class was only like 17 kids. I know Lumor, at the very least, enrolled early and I believe there may have been two more. So for 2017, they could have had up to 10 kids enroll in Jan 17 and count against 2016.
I believe 9 kids are enrolling in January, so they'll count against the 19 class. Ash was up against the 85 limit hence his blue shirt of Ugwu, who counts against the 2020 class I believe.
Ash to my knowledge always had full classes once you count the transfers so those 9 are still 2020. Schiano would have to take less than a full class in 2021 to be able to back date some scholarships in 2022.
We've asked the mods on the pay side to validate this but it's going to take a bit of asking around.
Ugwu appears to be 2019 now. When Johnson didn't transfer from UM and Lacewell & Buell left before the season started it freed up scholarships. It's believed he was awarded one of theirs.
Lacewell was a 2018 kid (played in 4 games in '18 before transferring) so for the purposes of the "initial counter" limit of 25, he doesn't count at all. Looking back over stuff, I didn't realize Ash took as many transfers in as he did for 2019. Nine was a lot. No idea if Zach Feagles got a scholarship or not. Thought I saw somewhere that he was moving on, but I can't find anything, so may be mistaken.
So it's really the 85 that will likely be the limiting number, and that's just a figure we're never going to be able to back into, since there are just too many unknowns, like walk ons that may have been awarded a scholly, who may go into the portal in the spring, etc. We've got 5 outbound in the portal now, plus Barnwell, who's going to Maine and 9 graduating seniors, which includes McCarter and Penniston, so as it stands there isn't even enough room at the inn for who's been signed without some space being made.
