OSU got credIt for beating Oklahoma, not just playing them. Teams play 12 regular season games, they all count.

Totally agree. But is the risk worth the reward? The inclusion of Washington suggests maybe it is not.

Care to comment on how the 13 games played by Washington and Penn State stack up against each other in their entirety?

Why is this an issue for the selection committee and not the conference? Need to change the rules so that OSU is in the conference championship game. Having a two loss Penn State team in the final is the problem. Most of the talking heads argued that Penn State was the third best team in the division going into the championship game.

Penn State wasn't the problem, they were 8-1 in the conference. The problem was 7-2 Wisconsin getting in over 8-1 Ohio State because of geography.
